threat limited only to Al Qaeda. There are many terrorist interests and organizations globally, some are recognised purely as terrorist organization, others have a more complex structure with both legitimate
political arms and the undertaking of direct or indirect terrorist actions. When assessing risks any organization should not limit its considerations to the main stream or most visible threats,
other threats also exist and with the recent increased activity of Hezbollah and the clashes with Israel, a country that is highly supported by the US this is also an
organization that must be seen as a potential future threat. In order to assess the challenges terrorism represents there first needs to be a consideration of the situation and
the risk identified, it is only after risks have been assessed that the appropriate strategies may be used. If Hezbollah is to be assessed as a terrorist threat some background
to the organization and its activities is needed. Hezbollah is a political party, and more. In Lebanon it is one of two parties that represents Shiite Muslims, the largest religious
group in Lebanon. In the Lebanese parliament there are 128 seats, Hezbollah hold 14 of these seats (CIA, 2007). The controversy regarding Hezbollah being labelled as a terrorist group is
partly due to its legitimate political existence as well as the social role it undertakes in Lebanon setting up and running educational facilities, hospitals and news services, the political party
