al. (2003) explain, assessing productivity among police officers can be difficult. Factory workers or salespeople can be assessed on what they produce in terms of widgets made or revenues
generated, but the situation is different within a police department. An officer assigned to a high crime area can be expected to make far more arrests than one assigned
to a low crime area (Gaines, et al., 2003; p. 462). If seeking to assess officers productivity using arrest records, then the rate at which arrests are converted to
some form of further action should be accounted for as well. Gaines, et al. (2003) note that time spent at work can be
used as a measure, but there are times it is advantageous for officers to stay at home rather than reporting to work. The height of the flu season serves
as an example. Those working more days will be more productive than those working less, however, so productivity should acknowledge those taking fewer sick days.
Gaines, et al. (2003) note that citizen complaints against officers also can be used in determining overall productivity, but compliments from the community also should be included
in the calculated rating. In the same vein, the department also should be able to identify and quantify community relations activities. The canine officer conducting an exhibition for
a class of fifth-graders should not be penalized because a coworker was able to make a felony arrest leading to conviction at the same time. Each activity has value
to the community and to the department. A point-based system enables incentive awards to be quantified and averaged, then plotted on a scattergram
