a handshake" and then exerting pressure for the chief to adhere to the mayors unimportant biases, followed by a not-so-veiled threat that he would replace the chief if his wishes
were not honored. The mayor also exhibits misfeasor characteristics in his determination to exert "a great deal of effort to become involved" (Gaines, et al., 2003; p. 53).
Many of the problems described in the scenario situation could have been avoided by using sound business practices from the beginning. Immediate organizational
changes in the department appeared to have met with the mayors approval, but there is no indication that there were any reports made or rationale provided for the changes that
the new chief made. The mayors demand for increased fitness among police officers arises from a reasonable position but he fails to place
his request in terms or a form consistent with basic business courtesy or form. His demands for Ford cars rather than Chevrolet - and the new chiefs refusal to
change - have no place in business management. Each individual appears to be operating from a personal bias when the better approach would be to study the situation and
determine total cost of each. When considering purchase price, maintenance needs, fuel efficiency, reliability, performance and every other consideration important to function and fiscal responsibility, one name may emerge
as being more attractive but the chief may find no difference in the two. What is certain is that neither the mayor nor the chief currently have sufficient information
