specifically for populations that receive Veterans Health Administration Department of Defense health care, a benefit that is provided to adults, spouses and their children. Because smoking is becoming an
increasing problem among children ages 12 and up, the target population for this study is employees, spouses and family members older the 12 years of age who have experienced smoking
and problems with smoking cessation. The rationale for this organizational strategy is based on the breadth of problems caused by continuous
smoking. It is argued that the single most preventable cause of premature death is the smoking of tobacco (Tsevat, 1992). The costs associated with smoking are more than only
the cost of the tobacco or cigarettes, there is the cost of treatment for a range of conditions that are caused or related to smoking, including cardiovascular disease and a
range of cancers and the cost of the lost lives (Tsevat, 1992). It is estimated that if the average 35 year old male smoked reduced their tobacco use by 50%
they would gain an additional 1.2 years of life, if they gave up they would gain an additional 2.3 years (Tsevat, 1992). For females the gain is greater, halving the
tobacco usage would increase the average life span by 1.5 years and quitting by 2.8 years (Tsevat, 1992). Description of Stakeholders There are two different sets of stakeholders
involved in cessation programming for the Veterans Administrating/Department of Defense. First, the stakeholders are those who participate in cessation programming, including employees, spouses and children who are covered under
the Veterans Administration health care delivery system. In addition, though, the Veterans Administration and the Department of Defense also become significant stakeholders, because of the belief that smoking cessation
