of officers than the small town that only has three, inasmuch as the number of police on the beat is directly related to the number of people who reside in
each area and how vast that area is to be served (Dempsey and Forst, 2005). The small town may only have 500 people yet an expansive 100-mile radius under
its jurisdiction, while one New York precinct watches over a multiple block radius of several thousand people. Organization in this sense is important to the overall organizational approach due
to the need for enough manpower in certain areas over others. Moreover, there is a level of familiarity required of those who do beat patrol -- either on foot,
horse, bike or vehicle -- whereby residents and retailers alike know those officers and those officers know them. Keeping the peace means knowing when something is not as it
usually is, such as when a storefront is in disarray and upon further inspection, the officer sees the merchant is being robbed. The notion of being in touch with
the community is a considerable element of organization on the beat (Dempsey and Forst, 2005). II. TIME The notion of time -- when officers are out amidst the
community upholding the peace -- has been modified over the years as it became apparent how criminal activity followed a measurable time frame, most predominantly in the evening and the
