conduct of military operations. This paper considers the nature of operational art, whether it can be applied to naval warfare, and if so, how it relates to the Battle of
Leyte Gulf. Discussion Operational art is defined as "the use of military forces to achieve strategic goals through the design, organization, integration, and conduct of strategies, campaigns, major operations and
battles" (Overview of operational art). It is used by Joint Force Commanders (JFCs) "in concert with strategic guidance and direction received from superior leaders, in developing campaigns and operations" (Overview
of operational art). Operational art appears to be a sort of "bridge" between strategy and tactics, between the planning and execution; it looks at the "employment of military forces" in
addition to the way in which they are to be deployed in "time, space, and purpose" (Overview of operational art). When used in joint operations, operational art focuses on synchronizing
"air, land, sea, space, and special operations forces" (Overview of operational art). Operational art requires force commanders to ask themselves what the ends, ways and means of an operation are:
that is, what military action is necessary in the area to achieve the goal (the ends); what "sequence of actions is most likely to produce that condition" (the ways); and
"how should the resources of the joint force be applied to accomplish that sequence of action" (the means) (Overview of operational art). The commander also has to consider what the
risk is likely to be to the force that is involved in the operation (Overview of operational art). Operational art has 14 separate fundamental elements, as follows:
