As part of this utopian society, an elected council of 12 would be formed that would change every year, with everyone expected to participate at some point in their lives. The unpaid council would oversee public issues, such as education, crime etc. However, each area of government would also have separate councils of 12 to oversee their activities, or in better terms, organize activities. Each community of 500,000 would be set up in this manner. By splitting up the responsibilities among a diverse group that constantly changes, there would be no need to tax those not officiating. Education for children would be shared with all. In a widely expanded version of todays "Learning Partners," where parents visit the school to discuss their careers, Utopia would be taught by everyone in the community, not just parents. Each citizen would be encouraged to teach the creative genius they have incorporated into their lives. Otherwise, children would learn facts and find their own paths via virtual schools and universities, which would be available to adults and children alike. Community involvement in education and related social gatherings would be organized around a calendar of events, so that children could interact with each other and adults equally, and not remain sequestered in their homes around computers.
