of unemployment and unemployment insurance have been controversial regardless of the temporal and geographic setting. Reviewing the primary literature of the time reveals that this was certainly the case
in the post war years in Europe. Attitudes about unemployment and compensating those that were unemployment were varied. Some saw, and wrote about the obvious benefits of unemployment compensation
yet others saw only negativities in this compensation. The purpose of this paper is to review three specific viewpoints on this issue.
In 1931 E. Wight Blakk wrote a piece titled "The Unemployed Man". In it he observed the many benefits of state provided compensation to those that were
unemployed. Although an American, Blakk completed his work in Greenwich while on an extended visit there. In "The Unemployed Man" Blakk emphasized that state provided unemployment insurance "alleviated
the worst physical effects of unemployment". It allowed the unemployed to feed themselves and their families. It kept a roof over their heads, and it prevented them from
having to sell their personal belongings. Finally, Blakk concluded, state provided unemployment served to keep Communist factions stirring up the unemployed and causing political unrest. On the downside,
however, Blakk acknowledged that although unemployment benefits had many positive impacts, they could not ease the emotional impact of being unemployed. Not surprisingly,
