Their first goal was to create a new balance of power within Europe, a balance that would prevent any imperialism within the region. Their second goal was to stop any
further revolutions from occurring. The following paper examines whether the Congress of Vienna restored the Old Regime. Old Regime and the Congress of Vienna One of the most
powerful issues, as seen, was the prevention of revolution and further discord. There was great disagreement between Prussia and Russia on one side and Britain and Austria, on the other
hand, regarding the boundary provisions set up. "The new French government, under the restored Bourbon dynasty in the person of King Louis XVIII, was enlisted as an ally by the
British" (HS-12 Readings: Congress of Vienna, 2004). With boundaries changed and stretched war was avoided and there was not a European war for more than a century, or at
least not a complete European war: "There were, however, other conflicts in the nineteenth century, such as the Crimean War, the Franco-Austrian War, the Austro-Prussian War, and the Franco-Prussian War"
(HS-12 Readings: Congress of Vienna, 2004). And in relationship to other revolutions it seems that the Austrian and French armies were able to stop huge revolutions in the two Sicilies
and in Spain. However, in France, the Congress of Vienna did not seem to be making great gains in terms of the political struggles in France. And, the great
powers that were convened, the five great powers, did not stop any struggles within France it seems: "The overthrow of King Charles X in France in 1830 was not
