2000, President Bush delayed drilling plans in coastal areas while environmental studies were being conducted (Holing, 1990). Also, more recently, after the Deepwater Horizon oil spill, President Obama initiated a
six-month moratorium on deep water offshore drilling (Clayton, 2010). There is on some level a love affair with oil as well as a reluctance to go forward to obtain it.
An important question is posed in by an anonymous author in an article published in The Wilson Quarterly, which is: "If the United States and the rest of the developed
world no longer needed foreign oil, what would become of oil exporting countries?" ("The Risks of Oil Independence," 2010, 73). A political scientist by the name of Gregory D. Miller
answers that question and claims that things would be worse if that were to occur ("The Risks of Oil Independence," 2010). Why? Countries with oil are unstable, and if
they have fewer resources, they can go into crisis mode ("The Risks of Oil Independence," 2010). The following warning provides a look at the possibilities: "Some oil-producing states could try
to make up for lost income by trafficking in narcotics and arms, with massive implications for global security if countries with ties to groups such as Al Qaeda and Hezbollah
got involved. In Venezuela, Miller says, many poor people may try to make some money by trading in drugs, even if the government stays clean" ("The Risks of Oil Independence,"
2010). The scenario is frightening. Of course, this is only one view and a number of things would have to happen to see that occur. Still, the oil rich countries
