He used these to either purchase or pay for a drug bill he had with Ivan Chavez, drug and weapons dealer (Moynihan, 2012). Chavez has been providing Mina with oxycodone and other drugs to which Mina was addicted. Police also arrested four others. They were charged with conspiracy, possessing and selling weapons and drugs, and possession and selling illegal controlled substances (Moynihan, 2012). Mina himself was charged with criminal sale and possession of a firearm, grandlarceny, possession of stolen property, criminal sale of controlled substances, and conspiracy. The crime was discovered by undercover officers when they realized the illegal weapons they were purchasing in a sting operation were loaded with police-issued bullets (Moynihan, 2012). There must be a code of conduct or a code of ethics for the New York City Police Department or a policy and procedure manual but as hard as this writer searched, it could not be found. We already know that stealing is criminal offense no matter who steals. Police officers do not have a license to steal. Likewise, purchasing and using controlled drugs is a crime. Police officers are held to a higher standard that the rest of the society because they have power over the public. Even so, their behavior on-duty and off-duty may differ. For instance, they cannot drink alcohol on-duty but they can off-duty. As representatives of the government, they should not over-indulge. They should present a solid appearance at all times. Officer Mina is currently on suspension without pay. He is guilty of malfeasance, which means he is guilty of official misconduct and wrongdoing by a public official. He is guilty of several crimes. ...
