cannot exceed the Health Savings Account. Deductibles cannot exceed $2,000 for an individual and $4,000 for a family. Health coverage will be offered at four levels (DPCC, 2012). The Exchanges
are the primary option for getting insurance. The Bronze level benefit coverage is the actuarially equivalent to 60 percent of the full actuarial value. The Silver level is equivalent to
70 percent; the Gold level is equivalent to 80 percent; and the Premium level is the equivalent of 90 percent (NCSL, 2012). These levels help consumers understand exactly what benefits
they will receive. By 2014, each state must establish an Exchange to help residents and small businesses obtain health insurance. There are several requirements for plans that participate in the
exchange. They must be accredited for quality; they must present their benefits in an easy enough manner so that consumers can compare one plan to another, and the enrollment form
must be simple. The Secretary of Health and Human Services will establish a national public option, the Community Health Insurance Option so that states can opt out of the Exchange.
It is too soon to tell if it is easier to obtain health insurance today than it was two years ago. The Exchanges do not take effect until 2014.
It is also going to depend on what each state does. A report out of Denver stated that the Health Benefit Exchange was created in Colorado last year and it
will be functional in October 2013 (CBS Denver, 2012). Residents will be able to go the insurance marketplace and compare quality and rates to purchase the plan that is best
