Legal : In order to obtain sufficient nursing staff, hospitals have frequently looked to travel staffing agencies and foreign-educated nurses (FENs) for their needs (Randolph, 2004). Prior to 9/11, Congress was considering increasing the number of foreign nurses who could come into the country by increasing the number of H-1C visas. However, after 9/11, all proposals for increasing foreign immigration, even of professionals, was tabled. Therefore, the number of available legal visas remains limited to 500 per year (Jerdee, 2004). Ethical : Even if Congress did increase the number of available visas, the question remains as to whether or not this is an ethical solution to the nursing shortage in the industrialized countries as it drains the developing world of needed healthcare professionals (Ashish and Willis, 2005). On the other hand, the income that FENs send back to their home countries is considerable. It has been estimated that Filipino nurses working the US annually send back $8 billion, which greatly affects the Filipino economy (Ashish and Willis, 2005). Therefore, the determining factor seems to be if foreign recruitment of nurses constitutes an unethical drain on the healthcare system of the nurses home countries. Personal : It is, of course, impossible for this writer/tutor to identify the obstacles that affect the students on a personal level.
