must be done to insure wartime victory even when our adversary is by all estimates an inferior opponent. Very simply, the U.S. military was unable to defeat the Viet
Cong because they were not allowed to do so by the leaders of this nation. U.S. involvement in Vietnam was micromanaged at several points along the way. One
of the most deleterious of these points, however, was the Executive Office itself. This, combined with the a poor understanding of all the factors relating to the war and
errors (and even intentional misrepresentations) on the part of key military personnel and discontent among the American public itself, insured that Vietnam would end as a blight on our previously
unblemished record of wartime successes. The intent of U.S. involvement in the Vietnam War, of course, was to weaken or eliminate the North
Vietnamese Army (NVA) and Viet Cong (VC) main force units while strengthening the Government of Vietnam (GVN). In addition, U.S. interaction was designed to provide the Army of the
Republic of South VietNam (ARVN) the time and support it needed to pacify the South Vietnamese countryside. The economic and social realities of rural South Vietnam and the
nature of the South Vietnamese regime itself, however, made it unlikely that such a strategy could work. There were also problems within the United States which insured that our
