In the end the speech was rather unremarkable, as was the case in 1991 when the Democrats felt led to launch a congressional investigation after President Bush did the same thing. 26 the US Department of Education sent out teacher packets containing lesson plans and homework assignment suggestions centered around the then-upcoming speech to all of Americas public school children on
September 8. The cry of "Foul!" was loud and immediate, because those opposing the Obama administration were seeing ominous threat in one specific request, which was reported to be
to write letters outlining how individual students could "help" the president achieve his objectives. Opposition parents claimed they would keep their children out of school (Ross, Quaid and Ball,
2009), particularly in districts where parents had been told they were not welcome in the school on speech day. The furor that surrounded
the speech clearly did not reflect the content of the speech itself, for the speech had not taken place and the White House had not released its text. The
advance groundwork done with teachers in the form of the packets sent to them was disconcerting, however, primarily because of Obamas campaign promise to form a compulsory Youth Corps (Babcock,
2009) followed by government pledges of $5.7 billion to ACORN to create and manage that Youth Corps (Ross, 2009). The White House assuaged fears by issuing a printed text
of the speech ahead of time. Regardless of what may or may not have been intended, the speech was benign and contained not even a hint of the socialist
message that conservatives feared. The Speech President Obama spoke to students in an informal and engaging manner, encouraging them to work hard, study
and learn well. The message was one of personal responsibility and every individuals obligation to overcome obstacles to rise above circumstances and issues that otherwise would hold back students
