Though globalization is not a new concept - countries have been trading with one another for hundreds of years - during the past
couple of decades, theorists, academicians and business researchers have been attempting to define what its all about, and how globalization impacts organizations. Whether the topic focuses on globalizations impact on
the multinational corporation or the public agency, there has only been one consensus; namely that globalization, because of its nature, exerts change on the organization, while the organization also exerts
some change on the process of globalization. Farazmand, in 1999 (before the new century, we might add) pointed out that globalization is proving
to be "a phenomenon that is all-embracing with transworld and far-reaching implications for society, governance and public administration" (p. 509). Though upfront about the negative consequences of globalization, which have
included loss of state sovereignty, loss of community and increased centralization of both corporate and governmental elites, he also portrayed globalization as something of great benefit to both society overall
and the organizations involved. "Public administration has just entered a new stage of human civilization, with a future that is both brightened and darkened by globalization and the hegemonic world
