fact that, following the terrorist attacks of September 11, the U.S. government ended up 1) creating an organizational response to the crisis and 2) flying in the face of anti-government
sentiment that had been an issue in the period just previous to the terrorist attacks (2003). In bringing up the government
role in 9/11, Rainey pointed out a couple of aspects about public management as it pertains to organizational theory and general management. First, he notes that there exists among citizens
a tension when it comes to their governments; on the one hand, they want a strong government and want results from government (Rainey, 2003). On the other hand, most citizens
want a "hands-off" attitude from government when it comes to various aspects. For example, previous to 9/11, if anyone had suggested the idea of security searches of passengers at airports
or the possibility of random people being pulled from the line to have their luggage and persons searched, there would have been an outcry of privacy violation rights. These days,
however, passengers take for granted that they may be pulled at random from the security line and have a nail file or pair of scissors confiscated from them.
Rainey also points out that public management can be improved by glancing through reams of literature about organizational theory. He also notes that simply
applying such theories to governments and other public administrations could truly help with such improvement. Finally, he comments that literature dealing with organizations and management hasnt necessarily focused enough on
