definitely necessary when it comes to any kind of performance measurement system of an organization (Jensen and Sage, 2000). Experts point out that, for example, advances in information technology, and
the use of such technology in developing systems, has helped a great deal in terms of organizational performance measurement -- everything from financial and personnel information, to communications, can be
measured through technology (Jensen and Sage, 2000). An Organization and Environment model, suggested by Sage and Jensen, points out that identifying internal and external entities of an organization, along with
impacts they have on the organization (as well as information technology resources available) are all helpful when it comes to measuring organizational performances. The belief of the authors is that
a systems engineering and management-based performance measure could be developed to help enable evaluation of non-quantifiable and intangible factors -- and to do so, the entire life cycle of the
system needs to be taken into account (Jensen and Sage, 2000). On the surface, of course, there are some differences, as the
missions of both of these institutions are different. In the example presented, for example, the for-profit hospital is in the business of diagnosis of patients -- if the patients are
more severely ill, the more urgent the need for a quick diagnosis. The hospital, to begin with, had implemented a system to give priority to emergency patients; meaning that patients
