to determine that patients receive the exact type of care they need at the appropriate time. This goal is often difficult to achieve, because of the different nursing professionals
providing services, the different requirements within the inpatient setting, and the varied needs of inpatient populations. In this study, the researchers noted that it is important to assess nursing
workloads, nursing skill mix and distribution, and patient needs, within an inpatient setting, in order to determine the specific impacts on the route to providing appropriate care. OBrien et al
(2002) further determined the need and value of assessing the range of interrelated contextual factors that influence the nursing team and nursing skill mix in determining a specific level of
care. These researchers outlined the correlation between determinations of nursing workload (including separation of nursing and non-nursing tasks), ideal skill mix and the adequate providing of support services.
Though inherent in this perspective is the view of dependency and the variations in the needs of patient populations, this is a secondary consideration in the development of this study.
The methodology utilized in the study by OBrien is quantitative and includes an assessment of a review of literature, the development of focus groups, and a consultative process, which includes
the use of questionnaires and management interviews in order to build a service profile. Central to this methodology, then, is a data collection process that identifies the specific needs
