In a statement that does not lend an confidence to the safety measures currently in place for addressing the vulnerability of nursing homes when disasters strike, Harry Ackley - life safety director for a nursing home trade association - admits there is "great confusion on the part of the nursing home industry about exactly what we are supposed to do" (Wisloski et al, 2005). A number of incidents over the past decade have illustrated the woeful approach to hazard mitigation nursing home facilities have taken to protect the infirmed and immobile individuals living within the facilities. Hurricane Katrina is the one disaster that immediately comes to mind with regard to the issues of being stranded for days without access to food, clean water and - most important for some people who did not survive - electricity to keep their life-sustaining equipment running. While Katrina basically isolated nursing home residents from the rest of the community as rescue and evacuation efforts were happening, this particular disasters aftermath proved quite unique in the overall outcome of typical hurricane activity.
