available would leave the United States and its allies vulnerable to an attack from other nations. Unlike the Cold War years in which the West was convinced that America was
only the pushing of one button away from being attacked by the Soviets or other "commies," where that attack may come from in the 21st century is anybodys guess. It
might be one of the members of President George W. Bushs "axis of evil" or one of the many "rogue" nations with an ideological or political point to make fueled
by an enormous hatred of America and everything American. Certainly, nobody could have foreseen that the deadliest attack on U.S. soil in modern history would have originated from tiny Afghanistan.
It is that uncertainty that, in the minds of many, has established the validity of and necessity for the National Missile Defense (NMD) or what was most commonly referred to
during the Reagan Administration as "Star Wars." What is essential to remember in any discussion of nuclear disarmament and a program such as the NMD is that neither exists
in a vacuum in which there is only the United States and its "friends" and everybody else should be categorized as potential "bad guys" also known as "rogue nations." That
is part of the conundrum faced by the United Nations and the efforts of those activists and nations who believe that a truly global civil society can truly exist. After
all, to countless people around the world, the United States is the true "rogue" in the picture since they are uncertain of when and where it might direct its righteous
anger and unmitigated power. Therefore, if the United nations is to have any hope of encouraging, establishing, or maintaining world peace, it must be able to assure that all of
