mistake by agreeing to launch nuclear missiles. Fast forward to the twenty-first century where the cold war is over, Russia is no longer the threat it once was as the
U.S.S.R. is no more, and so, new threats have emerged. In a new world order, smaller rogue nations hold the key to the future in respect to nuclear positioning. Right
now, it is thought that perhaps North Korea has missiles aimed at California and that while they are in the early stages of testing, that is little comfort. Indeed, North
Korea now has the capability of harming the west, something not thought possible decades ago. How big is the threat? An article published in the New York Times on February
25, 2003 is entitled North Korea Tests Missile. Howard French (2003) reports that the nation conducted its first missile launching test in three years. This is a significant development and
something that made international news. The scope of this particular article reflects that. The writer explains that the move by North Korea is something implemented to gain attention (2003). Of
course, that is just the authors opinion. The test might have been something planned for awhile and conducted for a more devious reason. The article goes on to
