wants to keep business within a country-but tariffs do have the effect of deterring trade. That is a given. Of course, one question looms. Why would businesses want to trade
when they are going to be penalized in some way? Of course, in addition to the normal tariff barriers, there are non-tariff barriers. They include a myriad of things from
regulation to political instability to ethics. One trade barrier for example is simply trade policy that is implemented by the other country involved in the trade relationship (Milner & Zgovu,
2006). This is not to say that tariff barriers are not real. They are. For example, potato farmers were faced with prohibitive tariff barriers from Chile (Hager, 2002). Yet, the
point is that there are many other barriers that are sometimes neglected by analysts. These non-tariff barriers act as deterrents to trade. Yet, these barriers hold the answer to resolving
the dilemma faced by many companies around the globe. The point is that if the barrier is taken away, or reduced in some way, free and productive trade is a
possibility. For companies trying to do business internationally, it does seem as if the other country creates the barriers, but those who export or import from that country see their
trading partner as the one that is imposing the restriction. Obviously, each nation that trades implements policy to suit their own needs, and when there is a conflict, and trade
barriers are created, sometimes policy changes. In Chile, things have changed. Trade barriers have been reduced over the years, and this is true in its troubled agricultural sector as well
