also on the location. For example, in a library the noise levels will need to be very low and monitoring can be discretionary, but is essential to maintain the running
of the facility. For example, where concentration is needed it has been found that for some individuals even noises below the 50 decibel level can be distracting (Bird and Piglisi,
1984). In many instances higher levels of noise may be dangerous, not only as a result of distraction, but due to the impact on health. When larger organisations are
responsible for higher levels of noise it becomes more than an nuisance, but a potential health risk and subject to legislation. The requirement to monitor noise is then an essential
element of the noise control system, monitoring can provide data on the level of noise and can assess where there is danger as well as document that safety or legislative
requirements are fully met. Fully functioning systems need to not only monitor the noise but have inbuilt methods of abating or reducing the noise when the acceptable levels are breached.
This means continuous reliable monitoring so that breaches can be detected. For organisations such as airports this means monitoring all the time at a range of locations, as noise levels
can vary by time and locations dependant on flight paths and even weather conditions. The airports will need to monitor both indoor and outdoor noise, however, in this paper we
