The anecdotal evidence is interesting, but to examine the results of the policy objective data needs to be examined. Looking at the results for grade 4 reading between the years 1992 and 2005 there do appear to be some meaningful patterns. There ahs been an increase in the numbers of students that achieve the basic or above level ands increases in the proficient and advances levels, while there has been a fall in the level of students that are below basis. These patterns are shown in figure 1. Figure 1 Student Reading Performance 1992 - 2005 During the 1990s there was a general trend downwards, there patterns were showing an increased level of failure, with the number of students not meeting basic criteria increasing from 40% in 1992 to 43% in 2000. After this there is a pattern of improvement, with the downward trend reversed and then improved leading to a passion where there are only 38% falling under the basic attainment level. The same pattern is seen in the other attainment figures. It is also notable that after a period of improvements the last few years, 2003 - 2005 appear to have stabilised. During the intervening period there is also a dip in the higher levels of attainment.
