greater choice for parents and students, particularly those attending low-performing schools; more flexibility for States and local educational agencies (LEAs) in the use of Federal education dollars; and a stronger
emphasis on reading, especially for our youngest children (U.S. Department of Education, 2004). One of the most significant components of the Act
was to create a framework from which educators and administrators could determine change and improve student performance. The Act required schools and their districts to demonstrate improvements in standardized
testing outcomes, creating specific implications in terms of the funding model for schools who could not demonstrate adequate educational outcomes (U.S. Department of Education, 2004). There Act required that
