2002 shouldnt surprise anyone. The question is whether the legislation is working or not. This paper answers several questions about NCLB with regard to the State of Illinois. Discussion While the paper references the requested web sites, it should be noted that they are government web sites, which means that they convey the message the government wants the American people to hear, namely that the NCLB act is working. Republicans will crow that its the greatest achievement in education in decades; Democrats say its underfunded, and in some cases completely unfunded, and isnt worth the paper its printed on. In a political climate such as the one we endure today, which is poisonous and adversarial on both sides, its impossible to discern the truth of any matter by relying on positions from either major party. We have to look elsewhere for an objective report. We will start with the website, however, and the report for Illinois, which has slightly more information available than Indiana. The information presented on this web site shows that in fifth grade in Illinois, the students made significant gains. These included the fact that "[F]ifth-grade mathematics proficiency increased by nine percentage points"; "[T]he black-white achievement gap in fifth-grade reading narrowed by four percentage points"; and "[T]he black-white achievement gap in fifth-grade mathematics narrowed by seven percentage points" among others (NCLB making a difference in Illinois). The report goes on to say that nearly two-thirds of Chicagos lowest-performing schools have experienced gains on reading scores "and fewer kids than ever before scoring among the worst" (NCLB making a difference in Illinois).
