1986, which appropriated $1.7 billion in order fight drugs and mandated minimum prison sentences for drug offenses (NPR). Possession of crack cocaine, which is cheaper, resulted in harsher sentences than
did possession of powder cocaine. Prison populations began to show marked racial disparities, that is, black inmates far outnumbered whites (NPR). In 1989, George H.W. Bush created the Office of
National Drug Control Policy and appointed William Bennett as "his first drug czar" (NPR). As this brief timeline implies, as both the bureaucracy and the money invested in the war
on drugs escalated, so did the problem. Over the last four decades, the federal government has spent over $2.5 trillion dollars in its fight against drugs (Suddath). Yet, despite
numerous ad campaign and educational promotions, increased rates of incarceration, and crackdowns on smugglers, the rates at which Americans use illegal drugs has continued to rise over the years is
now at 19.9 million (Suddath). There have been victories. But, a decline in the use of one type of drug seems to lead to an increase in another type, which
leads "officials to play a never ending game of narcotic whack-a-mole" (Suddath). Close to half of the marijuana that is smuggled into the US comes through somewhere along the
370 mile border between Arizona and Mexico (Suddath). The tapes recorded by Nixon of his conversations with his advisors indicate that Nixon was obsessed with eradicating marijuana use because
