oil rig, which is leaking oil into the Gulf of Mexico exploded. The families urged the President to sponsor changes in the federal Death on the High Seas Act, which
currently limits the survivor compensation for individuals who die in international waters ("Day 51," 2010). The branches and levels of government involved: Congress is involved, as Speaker of the
House, Nancy Pelosi, issued a call during the week of June 6 for BP (British Petroleum, the company responsible for the spill) to stop payments to compensate small-business owners and
pay for the spill cleanup prior to issuing dividends to their shareholders ("Day 51," 2010). Furthermore, it is the responsibility of the federal government to safeguard the safety workers and
also the coastal environment. However, according to the record of the federal agency in charge of inspecting equipment, such as the Deepwater Horizon rig, the Minerals Management Service, one-third of
the required inspections on the rig during the 28 months immediately prior to the explosion were not carried out (Boxall and Tankersley, 2010). The inspections that were filed make no
mention of surges of natural gas, but rig workers report that numerous surges were experienced in the weeks prior to the explosion (Boxall and Tankersley, 2010). Impact of the
