We begin by analyzing the quotes from Rousseau and Newman, which seem to say the same thing in different words. If there is a difference its extremely subtle, so we should pin it down and use it as our departure point for further discussion. Rousseau wrote that people tend to be most sincere when they worship in the faith in which they were raised; he also writes that such people are unlikely to make any changes in their belief systems, since such changes are the result of education. Newman says that just believing in something doesnt make it true, but he also writes that doubting it insults those who do believe it. He also believes strongly in dogma and is against criticism of it, because dogma to him is the guiding principle of his faith. It appears that Rousseau is arguing in favor of basing belief on proof as supplied by education while Newman is arguing in favor of absolute faith based on dogma. One definition of dogma is: "An authoritative principle, belief, or statement of ideas or opinion, especially one considered to be absolutely true" (Dogma, 2007). Since it is "absolutely true" its easy to see why people who base their faith on dogma are unwavering in their support of it. If Rousseau is a Romantic and Newman a Victorian, it seems that the difference lies in the fact that Rousseau wants some sort of proof for his beliefs while Newman is happy to rely on faith.
