New York State ("NYS Dept.," 2002) . While there are a great deal of prisoners to keep track of, statistics show that many are really not deserving of serious incarceration.
Fully 62% ("New York," 2002, p.PG) of those found in New York prisons are there for non-violent offenses and drug offenses represent 47% (2002, p.PG) of those who are locked
up in New York State facilities. Certainly, some of those prisoners should be able to participate in local prison programs. Of course, it is not quite that simple. Although statistics
for the New York state prisons suggest that those locked up might be docile or at least not violent, the truth is that the prisons there are very violent. However,
little information is compiled in respect to crimes committed in prison (Eichenthal & Blatchford, 1997). Although data are limited, it is believed that there may be an extraordinary
amount of crime in state prisons annually (1997). Years of criminal justice research have documented that prisons are violent environments and while many advocate incarceration to incapacitate criminals, it is
likely that incarceration means a shift in the locus of criminal activity away from neighborhoods to correctional facilities (Eichenthal & Jacobs, 1991 as cited in Eichenthal & Blatchford, 1997). One
has to then wonder what prison facilities are like locally. Are they less violent than the state facilities? First, it is important to discern just how violent the state prisons
are. What is meant by the idea that prisons are in fact violent? DOCS reported in 1995 that there had been as many as 8,304 unusual incidents in state
prisons, inclusive of 1,738 (Eichenthal & Blatchford, 1997, p.456) reported cases of inmate assaults. Interestingly, in looking at New York State statistics only, it was revealed that there
