effective" (Daily News, 2005). In 1994, Officer Len Davis ordered the murder of Kim Groves, who had filed a brutality complaint against him (Good Bad and Corrupt, 2006). Groves was
murdered on October 13 of that year (Good Bad and Corrupt, 2006). Federal agents had Davis under surveillance for suspected drug-dealing and recorded him ordering the murder (Good Bad and
Corrupt, 2006). In fact, Davis was the subject of at least 20 complaints of brutality and intimidation between 1987 and 1992 (Good Bad and Corrupt, 2006). Davis was subsequently tried
