Availability The most certain, standard and acceptable approach to ensuring continuous availability of the network is to create a fully redundant one that can be placed in operation at any time. This "shadow" network can be used at times other than failure of the primary network. It can be designed so that it provides additional capacity when needed. The Network Reliability and Interoperability Council (NRIC) suggests that networks contain dual active 911 tandem switches. This architecture enables "circuits from the callers serving end office to be split between two tandem switches. Diverse interoffice transport facilities further enhance the reliability of the dual tandem arrangement" (Best Practice 6-5-0571). Further, those items "essential for network connectivity and subscriber service" (Best Practice 6-5-0510) such as domain name servers and signaling servers should be managed as critical systems. This can be accomplished through redundancy as well as alternative routing. Redundancy is preferred at present in that it also provides additional capacity when required. Reliability Redundancy is an option in preserving reliability as well. The physical environment also needs to be considered and monitored for optimum network performance and to avoid failure of hardware due to undue environmental stress. Design also should include maintaining "hot spares," or "circuit packs electronically plugged in and interfacing with any element management system, as opposed to being stored in a cabinet" (Best Practice 6-5-0504). ...
