examined. This approach was chosen because of its greater sense of validity or closeness to the truth, a characteristic that is realized through an array of data collection methods;
results stemming from qualitative research should yield findings that reach the core of what is happening instead of merely skimming the surface of the facts, a pertinent reason why it
is a better choice than its quantitative counterpart (Greenhalgh, 1997). Creating a research design to effectively evaluate the neighborhood watch program requires the
researcher to seek a deeper reality through qualitative methodology, inasmuch as the aim is to "study things in their natural setting, attempting to make sense of, or interpret, phenomena in
terms of the meanings people bring to them [by using] a holistic perspective which preserves the complexities of human behavior" (Greenhalgh, 1997, p. 740). The researcher, being the prime
instrument of data collection, is responsible for collecting documents to be used in the study of documentary accounts of events, such as town hall meetings, in-depth interviews and one-on-one conversations
with the purpose of exploring the issue in detail. In this particular case, the researcher would not employ preset questions but rather inquiry shaped by a defined set of
topics. Additionally, focus groups provide a method of collective interviews that explicitly include and use the group interaction to generate data (Greenhalgh, 1997).
