In response to this development, a variety of assessment tools have been development that aid educators in addressing the "wide range of student diversity" that is a hallmark characteristic of U.S. education in the twenty-first century (Moon and Callahan, 2001, p. 48). Performance assessment indicates to student, their parents and their teachers how individual performance relates to national standards within the broad variety of disciplines encompassed by standard curricula (Moon and Callahan, 2001). In 2001, the No Child Left Behind (NCLB) act mandated that the states must institute standardized testing as a measure of accountability to ensure mastery of specific skills before a child can be promoted to a higher grade. But while this testing is required to order for the states to receive federal funding, there are no federal standards for testing practices. Therefore these requirements differ from state to state (Wenning, et al, 2007). As Goldberg pointed out in a 2004 article, "Teachers feel increased pressure to ensure that students do well on a standardized test selected at a state level," but they also feel discouraged when students are retained based on the results of a single test, regardless of their performance in the classroom with assigned materials" (Leckrone and Griffith, 2006, p. 53). Considering this background, when a parent asks "At what levels of the standards is my child performing?" the parent is probably considering the ramifications of this high stakes testing. However, adult learners may also express concern as to how their performance should be considered in relation to state or national standards.
