feeling unprotected and unsafe. It was the first major attack against the contiguous States. It pointed out that our intelligence was not as good as we thought it was or
that information was not being shared or that information could not be analyzed with the proper steps taken in a timely fashion. As dozens of experts and analysts have said,
it is one thing to wage a war against a nation where the boundaries are established as is the cause and expected outcome. It is quite another to wage a
war against terrorists who may be residing anywhere, including in our own country. Following the September 11 attacks, there was a general consensus in the country that more covert actions
must be taken, that intelligence efforts must be strengthened within our country as well as externally.1 Intelligence needed to deter terrorist attacks is difficult to acquire and coordinate. Consider: it
is the CIA that is most adept at gathering intelligence but the CIA is authorized to investigate events outside the country while the FBI is charged with issues inside the
country. This leads to an inherent conflict that becomes even worse when we bring local and state law enforcement agencies into the picture. Ervin, former inspector general for the Dept.
of Homeland Security, reported that Homeland Securitys Information Analysis Unit was having trouble obtaining intelligence information.2 The agency that actually obtains and collates intelligence is the National Counterterrorism Center and
