the card failed. In the past four years, the new proposals for the national identification card have come out of international events and terrorism, which have resulted in the
need for greater national security. Even so, there is little evidence that the card itself will prevent terrorist acts and these types of security issues seem to be a
mask for the true purpose of the card, which has not changed since the 1980s. Introduction In the mid 1980s, proposals for a national identification card in Australia
were supported by the Hawke Labor Government because of a desire to maintain closer records regarding workers, compensation and taxation. At that time, the proposal for the integration of
a national ID card was based on the belief that there were many undocumented workers and that there must be a solution that would provide greater access to personal information
for the government to use to secure national funds. Many in opposition to the national identification card at that time argued that the government was taking the first step in
becoming "Big Brother" and that the card was a powerful tool that could be used against the best interests of the public. Opposition to the national identification card
system was so vehemently expressed in the late 1980s and again in the early 1990s that efforts by the Hawke Labor Government failed. Since that time, though, many national
and international changes have influenced the perspective on a national identification card for Australia and many believe that it is now a necessity. While individual privacy was one of
