As noted by Tomellini (2004) the issue of research into nanotechnology within the EU is something of a vexed question at present. Speaking at a conference in the European Parliament
in 203, he notes that some commentators have called for a moratorium on nano-research, which he considers to be an unrealistic and potentially dangerous perspective to adopt. He points out
that research and development must go hand in hand, since a linear approach is not feasible: one cannot "cannot first study nano-powders and then see whether they are dangerous and
take the measures to repair disasters that have already happened" (Tomellini, 2004, PG) but on the other hand neither would it be reasonable to stop studying nanotechnologies altogether until the
basic principles are understood. He
attributes the publics wariness about nanotechnology to the ideas put forward in books and articles about "hypothetical nano-robots", which as he says are mere science fiction and have nothing to
do with the actual forms of research in nanotechnology which are currently being carried out. He also makes the point that it is important to look at applications, as well
as at pure science, since there would be nothing wrong in improving material properties and functionality through nanotechnology. He acknowledges, however, that the events of 9/11 have perhaps contributed to
the publics fears: nanotechnology could provide an effective tool in the hands of the military and with security at a premium in the current political climate, this has exacerbated the
