Americans with Disabilities Act (ADA)--that wheelchair-accessible taxis in the city of New York are still a rare commodity (The A.D.A.). There are 12,187 yellow cabs currently operating in New York
City, but, as 2004, only five of them are wheelchair accessible (Moakley). Rather oddly, the ADA, which has inspired wheelchair accessible service in many other American cities, has not significantly
changed this situation in New York. Roughly 70 US cities now offer the disabled accessible cab service (Moakley). The following examination of this problem, first of all, considers the details
of the problem, and then offers a possible solution. ADA regulations, which were issued in 1991, only mandate that private taxi companies purchase wheelchair accessible vehicles under specific circumstances
(Moakley). The ADA does require taxi companies to offer this service, but it is required by federal law that taxi companies cannot deny service to any individual based on disability
(Moakley). Therefore, drivers must provide reasonable assistance to handicapped patrons, such as folding and stowing a wheelchair in the cab. However, this is still problematic becuase it leaves out individuals
who use power-operated chairs or scooters, which are not foldable and often too heavy to lift into the trunk. In other cities a variety of incentives have been formulated
that are designed to encourage taxi companies to offer wheelchair accessible service. In Chicago, for examples, companies that convert minivans to being wheelchair accessible are reimbursed for the cost (Moakley).
Also, the cost of a taxi medallion (a license that authorizes a vehicle for taxi service) has been reduced when wheelchair accessible service is indicated in the bid (Moakley). In
