primary health care, as these healthcare practitioners constitute a cost-effective means of improving the availability of quality care and hold the potential to alleviate much of the problem of long
wait times for healthcare services (CNPI, 2005). Since legislation and regulation of NPs falls under the auspices of provincial and territorial governments, NPs are at various stages of integration into
the healthcare system throughout the country (CNPI, 2005). Looking specifically at the Province of Alberta, The Canadian Nurses Association (CNA) defines a nurse practitioner (NP) as a registered nurse
(RN) who has obtained "additional education in health assessment, diagnosis and management of illness and injuries" (CNA, 2006, p. 1). Obtaining a graduate degree in nursing is considered the most
effective method for an RN to acquire NP competencies (CNA, 2003). Twelve Canadian provinces and territories have legislation in place that allows NPs to diagnose a disease or disorder, order
tests and prescribe medication (CNA, 2006). In 1996, Albertas Public Health Act was passed and this piece of legislation encompasses a section that is entitled "extended health services" (CNPI, 2005).
In 1999, Albertas Nursing Profession Act Extended Practice Roster Regulation provided province authorities with the legal capacity to regulate the extended practice of RNs on a "separate (subset) roster," which
was implemented by the nursing professional association, the Alberta Association of Registered Nurses (AARN) (CNPI, 2005, pp. 4-5). In 2002, the words "nurse practitioner" were added to the Public
