and overall investment in the area (USCIS, 2009). This will also help with improvement in the ports, which will help drive the Northern California economy. INTRODUCTION
The counties of Alameda, Contra Costa, Solano, San Francisco and San Mateo have been selected to form the Bay Area Regional Centers Geographic Region. The reason
these five counties have been selected are as follows. A desperate need for investment/employment in Targeted Employment Areas (TEA). TEAs are
areas that have experienced at least 150% of the national average in unemployment. As well see later in this paper, all of these counties have high unemployment, and need job
creation. Need for investment/employment among the San Francisco Bay area ports. Though the smaller ports are doing fairly well, the main ones
in San Francisco and Oakland have fallen on hard times. When the ports are healthy, are employment and housing also increases. Ports are ideal economic engines; they stimulate job development.
Healthy ports also encourage real estate development, as companies want to place their distribution and warehouse facilities nearby. The Port of Houston, for example, has been a strong economic driver
for the region. According to one report, the public cargo and cruise vessel marine terminals operated by the Port of Houston Authority contributed to 115,970 jobs throughout Texas, a total
of $2.7 billion in wages and salaries, north of $4 billion in business revenue and more than $248 million in state and local taxes (PHA, 2002). More recently, articles have
