WWII and the determination of people all over the globe that such a ruinous war would never occur again. The paper discusses the presence of NATO in Africa. Discussion When we think of NATO we think almost entirely of European matters, but NATO has an increasing large role in other parts of the globe, including Africa. There is no doubt that Africa is in turmoil, with many countries caught in civil wars, genocide in Darfur and widespread unrest throughout the continent (Gowan, 2005). Sometimes the idea of creating an organization to help, or sending in troops, or taking other measures makes people think back to the days of empire and imperialist ambition; that in turn makes them reluctant to take action (Gowan, 2005). Recently, France intervened in the civil war in C?te dIvoire, only to find themselves criticized bitterly by African leaders (Gowan, 2005). But, Gowan argues, there can be a strong case made "that Europe should become more, not less, forcefully involved in addressing Africas security crises - and that this will be the basis for a new deal that moves beyond the colonial legacy" (Gowan, 2005). Gowan points out that intervention in Africa is "not simple idealism," but a necessary task that must be undertaken if there is to be stability in the region (Gowan, 2005). Unfortunately, even such things as the Darfurian genocide in 2004 or in Rwanda in 1994 have not mobilized the European community to act; nor have they led to "the creation of new humanitarian norms that would call for intervention even before a similar crisis erupts" (Gowan, 2005).
