II. LITERATURE REVIEW As with any other sector of society, the educational system is fraught with economic, staffing and overpopulation woes that serve to challenge the staying power of most every program over and above the standard "three Rs." When after school sports maintains its funding over the need for better trained teachers, however, the ability to draw upon necessary resources for establishing an effective multicultural presence is all but impossible. The fundamental problem, some think, is all about money, however, that is but one of the issues standing in the way of attaining this objective; additional components as teacher shortage, teacher inexperience and teacher apathy all point toward one of the most overlook aspects in the quest to adapt todays culturally mixed school environment to a level of academic and social equity. As Darling-Hammond (2004) duly points out, some school systems are at a greater disadvantage due to cultural insulation while others struggle with integration due to social class division, however, there is one thing every school in every district in every state can share as a common denominator: teachers hold the key to opening the otherwise locked door to multicultural competency among themselves, the administrators and their students.
