Kings (Cohn, 2006). Neighborhood youth gangs were certainly recognized in the late 1800s and an increase in adult gangs was recognized in that period of time called the Roaring 20s (Cohn, 2006). These adult gangs were organized during the Prohibition Era (Cohn, 2006). In the 1960s, Puerto Rican, African-American and Mexican-American gangs soared in numbers of gangs and in membership (Cohn, 2006). As the membership increased, so did the level of violence (Cohn, 2006). The major gangs, often referred to as supergangs, began in California; these include "the Crips, Bloods, Hells Angels, Mexican Mafia, Nuestra Familia, Mara Salvatrucha, 18th Street, Sur Trece, the Aryan Brotherhood, and others (Rodriguez, 2005, p. 12). This should not be surprising because as this author points out, California has the most in any number of areas: the most industrialized, the most populated, the most foreign immigrants, the most homeless, for example (Rodriguez, 2005). California also has a strategies and layered economic structure (Rodriguez, 2005). There are the dirt poor migrant workers and the most advanced technology companies (Rodriguez, 2005). There is enormous animosity between citizens and illegal immigrants (Rodriguez, 2005). It is the birthplace of the Black Panthers, the Black Berets, the Brown Berets, the American Indian Movement and the Soledad Brothers (Rodriguez, 2005). All of these facets of the state have emerged over hundreds of years of history (Rodriguez, 2005). These events have all contributed to the creation and proliferation of gangs (Rodriguez, 2005). And, in the 1980s and 1990s, it was the gang capital of the world (Rodriguez, 2005). Each year, the Department of Justice published a document entitled National Gang Threat Assessment (Grabianowski, 2006).
