An 8 page consideration of the advances and shortcomings that have been made in welfare reform. Noting the mandates of the 1996 welfare reform act, the author points out that while some of the more developed areas have seen some improvements, they have done so only with improvements in the infrastructure that is needed to move people from the welfare roles to gainful employment. Less developed areas still lag behind in that they don't have provisions for transportation, child care, and the like. Bibliography lists 6 sources.
