motorcyclists wear helmets, a move that has sparked sharp criticism both from bikers and from those who see any law regulating personal behavior as an infringement on civil liberties. However,
it cannot be denied that when people wear helmets, fatalities go down. This paper considers the situation in Florida with regard to helmet laws: how have changes in the laws
affected the injury and fatality rate? Discussion After passing a universal helmet law in 1967 (universal meaning that all riders regardless of age and experience were required to wear helmets),
Florida weakened that law in 2000 (Motorcycle helmet use laws, 2007). The new law required that only riders under 21 had to wear helmets; those over 21 could go without,
provided they had at least $10,000 in medical coverage (Motorcycle helmet use laws, 2007). The results of the loosening of the law shouldnt surprise anyone: "the motorcyclist death rate in
Florida increased by about 25 percent ... [it] rose from 31 fatalities per 1,000 crash involvements before the law change (1998-99) to 39 fatalities per 1,000 crash involvements after (2001-2002)"
