programs have been initiated, all of which intended to motivate teachers so their students would improve academic achievement. Programs like merit pay, mentor teachers, master teachers, staff development, shared governance,
collegiality and many others seemed to have failed to bring about the desired outcome (Oregon School Boards Association, 20007). Educational administrators are far more limited in their options for motivating
teachers than are managers in the private sector. These limitations become even more drastic when we know that teachers in many school districts do not even get the supplies and
materials they need to teach. Schmidt (2005) reports that one teacher pleaded for a new chalkboards because the one in her classroom was so slick, the chalk screeched against it,
her first-graders just cringed when she tried to write on it. Repeated requests were ignored but then the teacher came up with a brainstorm - she scrawled a particularly offensive
obscenity across the board using a permanent marker, reported vandalism and a new chalkboard was installed immediately (Schmidt, 2005). The fact is that teachers are making shopping trips to purchase
their own supplies before and during each school year (Schmidt, 2005). Teaching has always been a low-status, low-pay job requiring enormous hours and now, too many cannot even get
supplies. Research has shown that motivational programs in schools are based on three specific theories of motivation: 1. Expectancy theory (Oregon School Boards Association, 20007): There are three
