The number of prisoners that are currently incarcerated in our nations jails and prisons is growing more unmanageable by the day. The likelihood
that these individuals will stay out of the prison system once they are released is, unfortunately, quite low. Recidivism is high. In many cases, however, more effective
choices could be made than simply returning non-violent parolees to prison for what amounts to relatively minor infractions of the probation rules. Indeed, programs should be implemented which would
heighten these individuals chances of not breaking the rules in the first place. To do so, many considerations must be made. Today
just under 2.1 million offenders are incarcerated around the country (Whitford, 2004). Another 15 million are arrested every year (Whitford, 2004)! Most of these offenders will eventually be
released back onto the streets. Indeed, even today 47.7 million are serving out parole terms or probation (Whitford, 2004). Most have no skills or education that they can
fall back on to secure adequate employment. The result is that they have to fall back on their old acquaintances just to survive out on the streets. The
next step, often as not, is a return to their old criminal ways. It seems recidivism is particularly high for minorities. The
