been enacted, form the social policy models to the physical land use approaches. The modernisation of the planning process has been ongoing for some time with the aims to create
a system that is more participatory with the aim of the planning policy to become proactive rather than remain in the reactive mode seen in the past. It
is thought that this will develop a more effective planning system so that there is increased efficiency by a larger degree of consultation prior to the seeking of planning consent
and the ability to take a stakeholder approach. The idea is also that there will be a wider view taken when deciding which development to allow and which to
prevent taking place. For example, there have been the development of Health Action Zones and Education Action Zones (Painter and Clarence, 2001). Where there are concepts of joined up
government the ability to undertake planning in line with these needs streamlines the process and will also help increased the effectiveness of plans so that the local, regional and national
plans and policies are all in line and have the same priorities along with unified policies such as encouraging sustainable development. The passing of the Planning and Compulsory Purchase Act
also aimed to make regeneration easier with local authorities more able to make compulsory purchase orders in some circumstances. The potential is here for increased efficiency to be created but
