Asserts that while minorities are perceived by many to be responsible for, and victims of, a greater degree of juvenile violence; in reality the problem of juvenile violence obeys neither racial nor geographic lines of demarcation. Examines the growing trend of trying and sentencing the perpetrators of such crimes as adults. Notes that this task often falls to the school system. Reviews the efforts of one Florida project to alleviate juvenile violence.
